(Process 4) CDP and SDP for a Public-Private partnership to install public improvements along the west side of Neptune Pl. between Westbourne St & Palomar Ave. Improvement to include (gazebo). The 2.75-acre (approximately 1,376 linear feet) site is in the OP-1-1 and RM-3-7 Base Zones and Coastal (App.) Overlay Zone within the La Jolla Community Plan Area and CD1.

    I oppose the Belvedere Construction at Windansea Beach: My name is Mary Ellen Morgan Kinnaman. I was a founding member of LJP&B and have recently resigned from said Board. I’m writing in regards to the proposed building of a Belvedere (Gazebo) at Windansea Beach. This project has been discussed at various LJP&B meetings with wonderful enthusiasm giving me the impression we were working towards an improvement that we could be proud of, but, sometimes instead of sitting in an echo chamber, we should be using our other senses, such as looking at the site, speaking to a affected Residents and listening to their concerns about said Belvedere (gazebo).
    Kate Woods, a Windansea Resident, contacted me about the local residents concerns regarding the proposed project, I understand some people are reporting a “historic” Belvedere was destroyed and this project is only rebuilding said “historic” Belvedere, but times have changed, Our community has not remained frozen in time, the residents are not enveloped in a 1980 bubble, we need to admit this to ourselves, so that no harm will come to the Windansea neighborhood.
    I also question if said Belvedere is actually “historic” | cannot find any historic designation on file, has the location been designated “historic” apparently this rumor has been continued into the various committee meetings but where is the paperwork on this claim?
    I’ve heard this project has been in the works since 2018, but, the permit was just applied for 2 months ago. Those Residents who don’t read the La Jolla Light or attend the various LJ committee meetings were not informed. The local Residents were not given any time for feedback and or objections. This is not fair to said Residents, and I pray the LJCPA will realize those Residents

    Please listen to the Windansea Residents objections to the above building project, I hear the residents are working as hard as they can to mitigate this project and have some much better ideas as to how to use funds to preserve and enhance this beautiful neighborhood beach.
    Please engage those Residents, and you will find a large contingency of persons looking forward to working with the various La Jolla Boards so we can all happily move forward together in the maintenance and thoughtful improvements within our Parks and Beaches.

    I am a 25 plus year resident of La Jolla. This is my home and also home to by business. I care deeply for our Jewel and the restoration of the Belvedere on Neptune will be some of the much needed polishing she needs. It will also provide a shaded area for our seniors that can no longer navigate the stairs and hilly terrain to sit and enjoy our beautiful Windansea beach. This is a public beach that is to be enjoyed respectfully by all, not just the immediate residents. Please restore the Belvedere.

    I was born on Prospect in 1960 and grew up on Gravilla. I graduated from La Jolla High as did my Mother. I remember playing in the Belvedere as child. In the morning would be the coffee people and many others enjoying throughout the day. It was vandalized and the city promised to rebuild it when they had the funds. This part of Windansea/La Jolla should be returned for other generations to enjoy.

    I strongly endorse the plan to replace the Windansea Belvedere coupled with addressing the problem of soil erosion. The objections raised by a handful of local residents are arguable – and at that – these are issues for the very few. As a contrast, in considering the belvedere’s replacement, please reflect on the benefits for the many. The belvederes provide respite for the elderly and physically challenged, shade and view for young and old, and charm for all. Finally, they serve as a reminder of the unique history of this once sleepy town by the sea.

    I approve the replacement of the historic Belvedere at Windansea Beach that was destroyed by vandals and that the City of San Diego promised to replace. This particular historic structure is representative of the character of La Jolla and specifically the Windansea area.

    The Belvederes have always provided shade from the sun and are wonderful from which to observe the surf. Each of the five are historically significant to La Jolla and are an integral part of our community and culture. We all remember growing up with them- it would be such a shame to see each one of these slowly disappear from our beloved coastline that locals and tourist alike enjoy.

    I am opposed to the construction of a Belvedere at Windansea Beach: I believe it will take away from the natural beauty of the area and I have concerns about the stability of the bluffs. The new stairs that were put in are fantastic – but even they are continuing to have issues with erosion. I do not see the benefits of adding more buildings to this fragile area. I hope the Board considers the comments made by the residents who voiced their opposition to the gazebo — while all were unanimously in support of continued erosion control and the barriers. As I mentioned, I think Jim Neri has been very thoughtful in his design and use of natural materials for the parking lot. So, I am in full support of him and the improvements to the coastal walkways – just not the gazebo construction.
    There is a physical structure on Windansea – the pump house – that is in horrible shape, pealing paint, rusted metal and graffiti. This is coupled with the constant stench of urine (from inside and outside the port-o-potty) makes it an embarrassment to the area. This is what it looks like to our visitors and local beach-goers – and it smells even worse (photo taken yesterday). There must be a way to make this eye-sore an asset. I was part of the group that painted free murals on the boarded up
    shops in the village and perhaps there are local artists who could do the same to the pump house. Instead of building more structures that will need to be maintained, perhaps LJCPA and parks can maintain the pump house?
    Or, even make it something attractive with an eye of preserving the area’s surf culture feel? (The pump house is regularly graffitied to pay homage to a member of the surf community who has passed away – maybe there is a way to recognize surfers over the years at the pumphouse instead.) The surf culture along with the fame associated with Tom Wolf’s The Pump House Gang surely makes the pump house a more important priority than reconstructing a gazebo from 1909 that has been gone for 40 years.
    When I reviewed the historical designation for the Windansea Surf Shack (attached), the designation specifically calls out the preservation of the post WWII surf culture as the purpose of the designation (complete with interpretive Polynesian design). The Surf Shack and a repaired Pump House would be in keeping with the historic designation. A reconstructed gazebo would not appear to be in the spirit of this historic designation of post WWII surf culture.
    I appreciate the time the members of LJCPA put in to caring for our community. I know it can be a thankless job and one you take seriously. I also appreciate you taking the time to consider the opinions of those who are not in support of adding a gazebo to our natural bluff. We may just now be learning of the project and, I know some of the committee members seemed frustrated that they were getting community input so late in the process, however we just learned about it and want to respectfully voice our valid concerns.

I have been a resident of La Jolla for the past 35 years and appreciate the unfettered view along the road bordering Windansea Beach. Cluttering that view with an unnecessary structure is ridiculous. The view is pristine. Please, please please do not ruin it based on a few people’s nostalgic memories of their family members. That “history” is no longer relevant to this neighborhood or to the citizens who live in close

    Please replace the historic Belvederes that were vandalized 28 years ago that the city promised to replace. I’ve lived at Windansea Beach for over 50 years and miss having a shady place to relax and watch the surfers when I walk.

    I am opposed to the Belvedere at Windansea. I walked the cove yesterday and the placement of those gazebos are nowhere similar to the placement of the gazebo that is being planned to be built. The cove gazebos are much further away and not near any single family homes. Windansea also attracts many young kids that walk the streets and the beach late in the evenings. This structure will become a hang out spot for those drinking at the beach, doing drugs and encouraging homeless to sleep there. I am definitely against the construction of the Windansea gazebo. Also I do not feel proper notification was given for the construction of this project. I only found out about it a couple of weeks ago when I received a notification in the mail. So how has this already somehow been passed by our planning commission? Shame on you La Jolla planning commission for not letting all of the residents in the area be properly informed about construction of this structure.

    I oppose the Belvedere Gazebo project at windansea Beach. Please stop this construction. It will bring homeless people and parties onto our beach at night. The beach is already eroding away and cannot support another structure on the bluff edge. Fix the streets instead and add speed bumps to Camino De La Costa. It is a dangerous street with multiple car accidents each year. Thank you,

    Please stop the Gazebo, the money would be far better used repair infrastructure like sidewalks, curbs, streets and shore up the cliffs or perhaps shelter for homeless. The gazebos at the cove mostly are visited by pigeons I rarely see humans in them. This is a misguided effort when so many other projects should be a priority.

    Vote No on the Windansea Belvedere. I have been a resident of La Jolla wind and sea area for 32 years. My first 7 years I lived On S. Coast Blvd and walked my dog by the existing gazebos at the cove park. My observations were that the majority use of the gazebos were for having sex, underage drinking, doing and smoking drugs, and shelter for the homeless. These gazebos still attract the same activities. They smell like urine and bird poop. I have Lived on Belvedere street in La Jolla for 12 years and walk the beach every day. The free beach parking places already attract homeless who live out of their cars, constantly are drinking and scaring residents and visitors. Building any gazebos will attract, house and promote illicit and illegal activities. These GAZEBOS BY THE BEACH ARE A HORRIBLE IDEA. As a local resident and large tax contributor I am adamantly against building these structures.
    Please listen to the people who would be affected the most by these structures. They add very little upside to our beach experience and bring a huge downside of contributing to trashing our lovely home.

    Stop construction of Gazebo at Windansea! I am a resident here at Windansea and already have to deal with the many teenagers thinking that they are “local” and try to take over the water and certain areas of the beach. Building a Gazebo would just invite more territorialism and a place for loitering and possibly homeless people sleeping there. We have many more important things that we should be spending our money on than a Gazebo, such as our streets and/or dealing with empty buildings, etc. Also, we have encroached on the coast line and have ruined much of the natural beauty of our ocean environment.

    We at Ashen Salon (La Jolla Blvd & Nautilus) are writing to express our opposition to the planned construction of a gazebo at Windansea beach. Windansea is no longer a small “local” beach and draws many thousands of visitors from all over the country and the world.
    Ashen Salon deals regularly with homeless people, recently I arrived at the Salon to find the windows smeared with “human feces”. We once witnessed a homeless person get plowed down by an oncoming car. We see homeless people regularly at Windansea Beach when we take our walks.
    While we appreciate the positive economic impact of tourism here, the Windansea infrastructure is crumbling eg: pump house, roads, sidewalks, bluffs and run off pipes. The lack of enforcement for things like vacation rentals and the homeless situation are out of control.
    Windansea cannot handle the amount of traffic, pedestrians and scooter riders it endures. The natural environment surrounding the beach area is not capable of sustaining this level of non residential activity, including public attractions such as the Gazebo which would be another focal point for the hundreds of photo shoots, late night parties and the homeless.
    As a business we have had to deal with vandalism, theft and the interruption of daily business activities due to the issues outlined above. We appreciate any attempt to help beautify our community but we feel the resources that would be used for the Gazebo would be far better served addressing the more pressing issues we currently face.     We oppose the Belvedere at Windansea Beach. We are sending our opinion on the Belvedere proposal at Windnsea beach. My wife and I, as well as all friends are against this proposed project. It simply doesn’t fit. It would attract homeless, litter and sleepovers We would prefer any money be spent on improving the bad oceanfront street and the view blocking wood fences. We have lived in La Jolla for 40 years and care about our natural beach areas. Please consider our opinion, as we walk and live in this area. Peter & Judy Corrente

    My name is Andreas Rau and I am a property owner at Neptune Pl, Winandsea Beach. I invested in a new construction residential single family home being built currently at this address. I am downcast you are taking into consideration the approval of a permit to build on the sensitive ocean bluff of Winansea beach. A gazebo would impede the ocean vistas that are protected within your La Jolla Community Plan, City of San Diego Municipal Codes and the Coastal Commission. Please vote NO to approve the permit. It will only enhance bad behavior at night within the Gazebo, cleaning and maintenace of Gazebo will be a logistically difficulty for the City of San Diego and due to health reason this is not good.     I strongly support and am asking you to approve Item 6.1 — the public improvement plan for Wind and Sea Beach. As someone who walks daily to the beach and has lived in the area for 35 years, the improved accessibility, shade, and historical “nod” to the Cove belvederes would be welcome by both the community and visitors.

    I OPPOSE the construction of a gazebo along Neptune Pl at Windansea. The process must pass all coastal commission inspections (which I suspect it will ultimately fail unless a special exception is made). Moreover, a gazebo could potentially attract nefarious activity that is not wanted in the neighborhood. Lastly, with the construction of a gazebo comes a required budget to maintain it….and clearly there are other existing neighborhood and city needs for budget dollars to make much needed improvements elsewhere.

    I’m riding in support of replacing the Belvedere that was destroyed it Windansea beach.
    I walk almost every day at Windi and see and I think would be a wonderful addition as a place to sit and enjoy the view.
    The belvedere‘s have been a wonderful and unique feature of La Jolla. It would be a shame not to replace one that had been destroyed.
